Pam Jenkins

Official Visitor for Disability
Pam has worked in various roles in the disability sector and other areas of human rights for many years. Her experience includes as a complaints and investigation officer in the ACT and NSW and as a public guardian.  Pam has also held various positions in ACT Government, including Disability ACT and Justice and Community Services.
Chris Redmond

Official Visitor for Children and Young People
Chris’ experience spans all levels of government and leadership roles in the community services sector. A Social Worker by profession, Chris has worked in the areas of children, youth and family services, housing and homelessness, disability, mental health and income support. He was the CEO of Woden Community Service for 14 years, a lecturer at the Australian Catholic University and an Independent Decision Maker with the National Redress Scheme.
Tristan Ray

Official Visitor for Corrections
Tristan has mainly worked in community organisations throughout his career including 20 years running youth substance misuse prevention programs in central Australia. This work has included supporting young people and families to advocate for policy change and appropriate services and support from governments, justice and health systems and non-government service providers.
Vickie Quinn

Aboriginal and Torres Strait Islander Official Visitor for Corrections and Children and Young People

Vickie's experience spans the fields of Nursing, Training and Assessment, Youth work and LGBTIQA+ work within both Government and Community sectors. Vickie brings expertise from a Cultural and Human rights approach with extensive experience in Training and Assessment, group facilitation, crisis counselling, case management and mediation. Vickie has previously held positions with the Department of Defence, ACT Corrective services, ACT Education Directorate, Domestic Violence Crisis service and the Canberra Rape Crisis Centre.

Vickie is a proud Wiradjuri woman.

Rob Woolley

Official Visitor for Disability
Rob has worked in various roles in the community sector. His roles in the disability sector specifically have covered direct support work, program management, consulting, policy roles at peak bodies, advocacy roles and owner-operator of a service provider. He has experience across the public, private and not-for-profit sectors in Australia and the UK and is passionate about high quality disability support services.
Geoff Dulhunty

Official Visitor for Mental Health
Geoff has worked in clinical, research, academic, managerial and executive leadership roles in a career which has spanned nursing, aged care and mental health sectors. Geoff has also spent time working as a lecturer, supervisor and researcher in the tertiary education sector. Geoff has a long history of involvement in professional and membership organisations affiliated with his areas of professional expertise. He brings to his current role a sound understanding of the application of policy and care standards within clinical and administrative environments and previous experience as an Official Visitor for Mental Health in NSW.
Matt Hingston

Official Visitor for Disability
Matt has 15 years of experience working in statutory oversight agencies, including guardianship and advocacy, complex case coordination, and health and disability complaint management. Across these roles, fostering service improvement amongst providers was a primary focus. Prior to that, Matt was a registered nurse working in the mental health field, and more recently has managed the ACT operations of a large national NDIS service provider.
Paul Wyles

Official Visitor for Mental Health
Paul has more than 25 years' experience working as a social worker, manager and senior executive in health and human service organisations in the government and community sectors. His experience includes work in education and health settings, mental health, youth justice, child protection, out of home care, disability, and early intervention. He recently worked as the Operational Director for the National Redress Scheme (DSS). Paul now works full-time as a PhD Candidate, School of Human Services and Social Work, Griffith University. He is a Director on the Board of Relationships Australia Canberra & Region.
Clare Doube

Official Visitor for Corrections
Clare has extensive human rights experience, particularly in the community sector. Her Canberra experience includes as Executive Director of Companion House, working with survivors of torture and trauma; and past international roles include as global head of strategy for Amnesty International. She also has strong public service experience through time at AusAID and consultancies with a range of Commonwealth and ACT agencies. Clare currently works as a consultant and is also a member of the ACT Judicial Council and Legal Aid Review Committee.
David Healey

Official Visitor for Homelessness
David was a former Federal Police Officer with the Australian Federal Police (AFP) serving from general duties policing to tactical response and as a lawyer in the AFP operations and counter terrorism legal team. He had been deployed to the Solomon Islands in 2004, Afghanistan in 2010, as well as the Black Saturday bushfires in 2009. David commenced with the Australian Army Reserves in 2009 as Legal officer and Captain and is now a Lieutenant Colonel appearing in Defence Force Magistrates Hearings and Court Martial matters as well as significant inquiries. David started his own law firm, David Healey Solicitors, in 2016 where he works as a civil and criminal lawyer. David was a former volunteer with St Vincent De Paul’s Blue Door service.

David is a proud Yorta Yorta man and a strong advocate for human rights.
Kim Webster

Official Visitor for Disability
Kim is a qualified social worker and has extensive experience working in government and non-government organisations. Kim has worked as a hospital social worker, a mental health clinical manager (specialising in older persons mental health), was a senior guardian/team manager with Public Trustee and Guardian and most recently was the General Manager for an NDIS registered disability organisation. Kim has a particular interest in the advocacy of vulnerable people with disabilities and marginalised groups, as well as the LGBTIQ+ community.
